The Montenegrin Citizenship by Investment Program was initiated by the Montenegrin Government as part of its ongoing efforts to attract foreign direct investment and increase economic activity in the country. The Montenegrin Economic Citizenship Program allows foreigners to obtain Montenegrin citizenship through designated investments by the Ministry of Internal Affairs and Public Administration.

Due Diligence and Background Checks
Applicants must invest in a government-approved development project. Investments can be made in developed or undeveloped areas:
EUR 250,000 for development projects in the less developed regions of Montenegro (northern and central Montenegro, excluding Podgorica); or
• Development projects in developed areas of Montenegro (seaside and capital Podgorica) for €450,000.
Government-approved development projects can come from the tourism, agriculture and manufacturing sectors.
Donation applicants are also required to pay a non-refundable 100,000 euros donation to a government fund to contribute to the Montenegrin economy. The fund will be used to develop underdeveloped areas.
