Background of granting exemption endorsement Section 66 of the Immigration Act 1959/63 (Act 155) is a restriction on the right of entry of citizens into the State of East Malaysia. A citizen is subject to having a Pass or Permit to enter and be in the State of East Malaysia (Sabah / Sarawak).
This exemption endorsement is a form of stamp affixed to the applicant's travel document, either a Restricted Travel Document (DPT) or an International Malaysian Passport (PMA), which exempts the holder from obtaining a pass or permit to live or work in the State of Sabah.
This exemption endorsement is only issued by the Sabah State Immigration Department.
Failure to obtain an endorsement of this exemption will result in the following problems:
Not allowed to leave if the Social Visit Pass (IMM.114) has expired.
Need to obtain an Exit Check Memo at the Visa, Pass & Permit Division before leaving the State of Sabah (if the Social Visit Pass (IMM.114) has expired).
Affect the application for a Permanent Residence Permit in the State of Sabah because the main condition is to have a Long Term Residence Pass in the State of Sabah as proof.

Condition: Civil servants from Peninsular Malaysia/Sarawak are approved to serve in any federal department in Sabah.
If the holder is no longer employed in the Sabah federal department, this endorsement must be cancelled by the holder or his/her employer at any nearest immigration office in Sabah.

Grant Terms
Dependents of civil servants in Peninsular Malaysia/Sarawak, i.e. wives/children below 18 years of age, are allowed to live together in Sabah.
If the holder no longer lives with her husband/father who is employed in the federal sector in Sabah, this endorsement must be cancelled by the holder or her dependents at any nearest immigration office in Sabah.

Processing time
The processing time for visa exemption application is within 10 minutes (if all required documents are completed). This processing time does not include the processing time for travel document application (DPT / PMA).
Effectiveness
The validity period of this exemption endorsement is based on the validity period of the holder's travel document.
