Portugal Citizenship by Investment Eligibility

Portugal’s Golden Residence Permit visa program is provided by the Ministry of Foreign Affairs through the Consular Department of the Ministry of Foreign Affairs and the Portuguese Trade and Investment Agency (AICEP).

In order to attract foreign direct investment, the program provides Portuguese residence permits to non-EU investors who make one of the following investment options and meet the following requirements:

  • Provide proof of the source of funds for overseas investment.

  • No criminal records.

  • The main applicant’s assets are not frozen within the EU.

  • Pay the necessary application and processing fees.

  • Entering Portugal for the first time with a valid Schengen visa.

  • Meet or exceed the minimum stay requirement (7 days in the first year, 14 days in the next two years)

Portugal investment options

1. Real estate investment options

In July 2015, Portugal passed Decree 63/2015 and Regulatory Decree 15-A/2015 to amend the prescribed investment options and create new investment options. Investors can now choose from the following options:

  • The applicant can purchase real estate worth €500,000 or more, or

  • Applicants can purchase a property valued at €350,000 or more that is more than 30 years old or located in an urban regeneration area, or

  • When purchasing a property that meets the above requirements, if the property is located in a low-density area, the house price requirement will be reduced by 20% (i.e. 400,000 euros or 280,000 euros).

Questions and Answers


Does Portugal offer a citizenship program?

Portugal's Golden Visa allows foreign investors to become residents of the country, living, working and studying in Portugal and moving freely within the Schengen area. After holding temporary residency for 5 years, investors and their families can apply for Portuguese citizenship.

Do I need to live in Portugal to maintain my residency?

To maintain your Golden Visa residency, you will need to reside in Portugal for 7 days in the first year and 14 days every two years thereafter, and the periods do not need to be consecutive. 2019 COVID-19 Update: While the Portuguese Golden Visa was originally valid for one year, it has been extended to two (2) years to give investors more time and facilities to meet the requirements.

Do I need to pay tax if I am not resident in Portugal?

By convention, if you live in Portugal for less than half a year each year, you are considered a non-tax resident and are taxed only on income earned in Portugal. If you become a Portuguese tax resident, you have the right to choose to become a non-habitual resident in Portugal and be exempt from taxation in Portugal on your worldwide income. However, income earned in Portugal is taxed at a flat rate of 20% for the first 10 years, and you can pass on your wealth to your spouse or family members without paying any inheritance tax.

Do I have to live in my investment property in Portugal?

There is no obligation to live in the property you invest in for Portugal Golden Visa. You can rent out your investment or sell it for another property, provided you maintain the minimum investment amount over a 5-year period.

Can all properties in Portugal be applied for a Golden Visa?
