Montenegro Citizenship by Investment Eligibility

In order to obtain residency or naturalization, applicants must fulfill one of the following investment options in addition to meeting the following conditions:

  • Hold a valid passport or other international travel document.

  • Documents that can prove the source of investment funds.

  • No criminal records.

  • Entrustment certificate and investment agreement.


Investment options in Montenegro

National Transformation Fund (NTF) Contributions

Applicants must make a donation of €100,000 to the Underdeveloped Cities Development Fund in the form of government funds.

Update: Starting from 2022, applicants will need to make an additional contribution of €100,000 to the Innovation Fund in the form of government funds.

 

Real estate investment

In addition to the donation, applicants must also invest in a state-approved real estate project in Montenegro. Depending on the location of the selected project, applicants can choose from the following investment options:

  • Invest €250,000 in an underdeveloped region (the northern part of Montenegro), or

  • Invest 450,000 euros in a developed region (Southern Montenegro)
