The Malta Individual Investor Programme (MIIP) was launched in 2014 following the amendment of Chapter 188 of the Citizenship Act.
The amendment led to the enactment of LN 47 of 2014, which established the MIIP. Under the program, wealthy foreign individuals who make economic contributions and investments in the country can obtain citizenship.

Donate to the National Development Fund + Invest in Government Bonds + Invest in Real Estate
The main applicant makes a non-refundable donation of €650,000 to the National Development Fund;
and
EUR 25,000 for spouse and each minor child
€55,000 per unmarried child aged 18 to 26 and dependent parents aged 55 and over
and
€150,000 invested in bonds or shares approved by the Maltese government. The investment must be kept for at least 5 years

The names of all persons who become Maltese citizens are published in the Official Gazette.
Actual residence requirement
The oath of allegiance and issuance of the naturalization certificate will be completed one year after the date of genuine links with Malta. This requirement is the basis for the European Commission’s approval of the Malta Investor Individual Program.
To prove a genuine connection, one needs to reside in Malta for one year and provide evidence of the connection, such as business activities, club memberships, professional associations, sponsorship or local philanthropy. The residency requirement is only mandatory for the main applicant.
To become a Maltese resident, the applicant should apply for an electronic residence card, which will entitle the applicant to establish residence status in Malta and travel freely within the Schengen area. This step is mandatory in the IIP application process.
Electronic Residence Permit Requirements:
Travel to Malta to apply for the card and submit your biometric data.
Proof of economic self-sufficiency.
Proof of worldwide health insurance.
Residential address in Malta.
Pay €5,000 (plus €1,000 administrative costs per dependant) on account from the €10,000 non-refundable deposit on contributions to the National Development and Social Fund.

The main applicant must be 18 years of age or older.
Proof of holding comprehensive health insurance.
The main applicant and dependents must be in good health, free from communicable diseases and medical conditions that would place a burden on the Maltese health system.
Suitability Test. A four-tier due diligence process will be conducted to demonstrate that the applicant is of good standing and reputation.
An original police certificate showing a clean criminal record. This is also required for jurisdictions where the applicant has lived for a cumulative period of 6 years in the past 10 years (even intermittently). Authorities such as Interpol and the International Criminal Court will conduct verification.
It is impossible to give Malta a bad name.
Not be refused a visa to a country where Malta has visa-free entry. Not pose a potential threat to national security.
A commitment to pay all required contributions.
A commitment to buy or lease property in Malta.
Commitments to invest in government financial instruments.
Application forms and supporting documents must be completed in English or accompanied by certified translations.
Maltese citizenship may be revoked in the following cases:
Citizenship obtained through fraud, misrepresentation, or false documentation.
Illegal transactions, communications, or collusion with the enemy or any enterprise associated with the enemy in war.
Any action or statement that is disloyal or disapproving of the President or the Government of Malta.

Malta recognizes dual citizenship. Becoming a Maltese citizen does not require giving up one's previous nationality.
